Before the world had heard of a novel coronavirus, a series of exercises rehearsed one. What a tabletop exercise actually is
A tabletop exercise is a rehearsal. Officials and executives sit around a table, a fictional crisis unfolds on a timetable, and the participants make decisions under pressure while facilitators record what breaks. Governments and institutions run them constantly, and most of them are dull. This page collects the ones that were not.
The pattern, stated without embellishment
Read the shelf above in order and a shape appears. A crisis is rehearsed. The rehearsal produces recommendations. The recommendations describe expanded authority, faster procurement, and tighter control of public information. Then the real crisis arrives and those recommendations are already written, already staffed, and already funded.
That is not a hidden pattern. It is how institutional preparedness is designed to work, and the institutions publish it themselves. The question this show asks is narrower and harder to dismiss: when the plan for the emergency is written years in advance, who reviewed the plan, and who was ever asked whether they consented to it?

What these documents do not prove
So why keep the shelf at all? Because preparation is itself a fact worth knowing. These records show what a network of institutions considered plausible, what responses they favored, and how comfortable they had grown with those responses long before the public was consulted. A reader can learn every bit of that without believing anyone had a crystal ball.

Does Event 201 prove the pandemic was planned?
No. The organizers stated publicly that the exercise was not a prediction and that their figures were an illustration. What the record shows is that a network of institutions had rehearsed the response, including the communication strategy, before the event occurred. That is worth knowing on its own terms.
Why cover these exercises at all?
Because the plans written in advance became the plans used, and almost nobody outside those rooms has read them. Reading the recommendations that were drafted before the crisis is the most direct way to understand the decisions that followed it.
