What the document is
A scenario planning report containing four futures. One of them, called Lock Step, imagines a severe pandemic answered by top down authoritarian control, mandatory identity checks, and citizens who grow used to both.
Why it is in the report
Scenario planning is not prophecy, but it does reveal what institutions were preparing to consider normal.
What this document does not say. This is a planning exercise, one of four scenarios, and the foundation has since removed the document from its own site. Cite it as a scenario, never as a plan, and archive your copy.
