What the document is

A book length training scenario published in October 2017, built around a fictional coronavirus called St. Paul Acute Respiratory Syndrome. Across nineteen chapters it walks risk communicators through the problems that follow an outbreak: rushed countermeasures under emergency authorization, adverse event reporting, public distrust, and the management of dissent.

Why it is in the report

It is a rehearsal document for the language of a pandemic, written years before one, and it is startling to read after living through the real thing.

What this document does not say. The document labels itself a fictional scenario built for training and it forecasts nothing. Two facts about the source belong here as well. The Center no longer hosts the original 2017 PDF on its own site and has published a clarification about the project, and a peer reviewed version appeared in the Journal of International Crisis and Risk Communication Research in 2020. This library links the journal version first, then the archived original, and says plainly that the primary host took the file down.
