What the document is
Revokes Executive Order 14067 and prohibits federal agencies from establishing, issuing, or promoting a central bank digital currency in the United States or abroad, orders any ongoing agency work toward one terminated immediately, and creates a working group to propose a federal framework for digital assets.
Why it is in the report
It is the direct answer to a record already on this shelf. In 2022 the federal government put central bank digital currency research on an urgent footing in writing. In 2025 it prohibited the same thing in writing. A library that published the first order and buried the second would be a brochure.
What this document does not say. An executive order binds agencies, not Congress and not the Federal Reserve's statutory authorities, and the prohibition carries an exception for actions required by law. What one President ordered another can reverse, which is precisely what this document demonstrates. It says nothing about central bank digital currencies in other countries, where several are live.
